He attacked people camping in front of the Army barracks in protest against the election of Lula da Silva and to speak out against rules drafted by the government of Jair Bolsonaro (PL) that made it easier to buy weapons.

“The serious events of yesterday [Dec. 24] in Brasilia prove that such ‘patriotic’ camps have become incubators for terrorists. Measures are being taken and will be expanded with all possible speed,” he wrote on his account.
Flávio Dino was referring to an operation by the Civil Police of the Federal District that arrested on Saturday, a businessman from Pará suspected of placing a dynamite banana in a fuel truck near Brasilia International Airport.
According to the Federal Police, the man had ties to the protest camp in Brasilia. But no evidence has been forwarded so far.
However, many believe that this bomb was planted [false flag] to blame the protesters and justify a brutal crackdown on the protesters.
“Arming produces other degenerations. Overcoming them is a priority,” he continued, calling on federal authorities to crack down on “political crimes.”
“I reiterate my gratitude to the DF Civil Police, which acted efficiently. But, at the same time, I remember that there are constituted federal authorities that must also act on political crimes”.
He concluded the series of posts by saying that investigations into “unacceptable terrorism” continue and that “there is no possible political pact, nor will there be amnesty for terrorists, their supporters and financiers.”
It is not the first time that Flávio Dino wants to denigrate peaceful demonstrators. On December 20, for example, he claimed that calling “Armed Forces SOS” was a crime.
Last week, Dino said that calling Lula da Silva a “thief” was also a crime. “There is not a single conviction against former president Lula da Silva,” said the future justice minister.

ACCUSED OF RECEIVING R$ 200,000 FROM ODEBRECHT
José de Carvalho Filho, an executive of the construction company Odebrecht, accused Flávio Dino.
In return, according to the whistleblower, Dino would defend matters of interest to Odebrecht.
However, the governor denies the charge.
Carvalho Filho allegedly discovered that the then governor of Maranhão requested R$200,000 from the construction company for election campaigns for the Maranhão government between 2010 and 2014.
However, Minister Felix Fischer of the Supreme Court of Justice (STJ) decided that the investigation should be closed due to lack of evidence.
At that time, the Minister of STJ emphasized the possibility of new investigations if new evidence is presented.
GOVERNMENT CHANGED BY CORRUPTION IN HEALTH
In 2017, the Federal Police arrested 14 investigated in Operation Catchers, which highlighted at the time the frauds of millionaires in the health zone of Maranhão, governed by Dino.
In total, the Federal Court in São Luís ordered the arrest of 17 people. Among those arrested were four servers or former servers of the Secretariat of Health.

A little later, the doctor Mariano de Castro Silva, accused of acting as the operator of the millionaire scheme, committed suicide.

INVESTIGATIONS IN FUEL PURCHASES
With suspected irregularities, a contract of the government of Flávio Dino was under investigation related to the purchase of fuel intended to supply a helicopter in 2020.
According to the investigation, the Maranhão government contracted to buy 175,000 liters per year to fuel an EC-145 model helicopter used by the Security Secretariat.
According to the preliminary information gathered by the investigators, the annual consumption of this helicopter, taking into account the contractual use of 60 hours per month, would be 144 thousand liters.
For the PGR (prosecutor’s office) there are doubts that 31 thousand liters were bought too much, which would cause a loss of R$ 267 thousand in the public treasury.
BEING INVESTIGATED FOR ATTACK
Finally, Flávio Dino is also investigated by the Public Ministry of Maranhao, in the criminal sphere, for suspected irregularities in his government.
The objective is to investigate the alleged practice of a public agent of appropriation of resources.
However, the Public Ministry of the State has put the investigation under wraps and since then there is not much information about the case.
