The inquiry report into the incident where a carnival ride broke down at the Mohali Trade Fair, injuring at least 15 people, will take several days as the four-member committee probing it failed to submit its report on Wednesday.
The committee needs to clarify some things, which will take at least one more day, officials said.
The three accused in the case, Mukesh Kumar, Gaurav and Arif were granted bail on Wednesday after their one-day police remand ended. The accused were charged under sections 323 (assault), 341 (wrongful confinement), 337 (causing injury to any person by doing any act so rash or negligent as to endanger the life of others) and 287 (negligent conduct relating to machinery) of the Indian Penal Code (IPC). The sections under which the accused were arrested were released on bail.
Police said the hunt was on for the other accused, including some miscreants who had allegedly assaulted some people in the country when the incident took place on the night of September 4 at the Dussehra Phase VIII grounds.
Sources said the committee, headed by Additional Deputy Commissioner (ADC) Amninder Kaur Brar, found fault on the part of the departments and the organizer of the carnival. The committee had found that there were no first aid measures or proper exits in place, which led to chaos following the incident. Several people had also claimed that they were not attended to by staff at the site.
The inquiry committee, according to sources, found that the ride collapsed after one of the four hydraulic cables supporting it broke.
The ride fell from a height of about 50 meters. After the incident the organizer Mukesh Kumar had left the country.
