1) Mayor, tell me a little about your political trajectory?
Actually, I am not a politician. I am an engineer in the public exam in the Municipality of Poços de
Caldas for 28 years and I was the chairman of the Poço Employees Credit Cooperative
de Caldas for 16 years, after being re-elected by the servers themselves 5 times in this
time course. In view of the good work done, I ran for mayor and I was lucky
to be elected and later re-elected, being the first mayor to be re-elected in the city.
2) You have made history in the region of Poços de Caldas, as there was no candidate who was re-elected. What was different about your administration that made people elect you again to make history?
During the campaign I promised a technical government and I have exactly fulfilled my promise.
I appointed an extremely technical team, which helped me to implement a governance that
managed to recover the finances of our municipality and thus recover the capacity for it
investments and improvements in the city. We also recover self-esteem and the ability to
performance of our servers, and with this we managed to reverse the order of priority. until
so 80% of the services were outsourced and only 20% were performed by our own servers.
We started doing 80% through servers and 20% outsourced. With this we get one
lower cost in performing services and higher quality of execution. The population has always supported our actions, which I publish widely on my social networks, in which I interact a lot with everyone, listening to suggestions, praises, criticisms, anyway… always looking to improve the service we offer.
3) Mayor, what is the mark or marks you want to leave on the city. What will your legacy be?
A technical government. Super professional, with goals to achieve, with insurance
account, with quality services, with respect for the population. A great legacy will also be WORK. We turned our city into an industrial city as well. Several industries were established in the city, with billions of investments. And the culmination was the concession of tourist spots for 35 years to the private sector, which will allow us to have access to millions of investments in our tourism, professionalizing this activity.
4) What improvements do you intend to make in public health?
Public health is always a challenge for cities, as SUS is
with insufficient funding, leaving most of the costs to the municipality, even though we are the link
the weakest of this stream. The law provides for an investment of 10% of income for trade unions, 12%
from the states and 15% from the municipalities….The union ends up investing about 2%, the state
about 4% and we ended up investing more than 30%….it hurts other areas that
they no longer have access to public investments. But we have greatly improved our health operation, with over 90% of the city served by the Family Health Program, we have implemented SAD, which is Home Health, where we now have more than 300 people being cared for in their homes by our team, avoiding hospital stays….this represents practically 2 hospitals….we aim to have all operations completed within 90 days of request and examinations to be completed within a maximum of 20 days. These are challenges to overcome, which are made even more difficult by the lack of funding I mentioned at the beginning of the answer.
5) Animal welfare is already a key point in some cities, what are the actions of Poços de Caldas in this area?
We have had many outstanding actions in this area, but 2 deserve attention… program i
castration of animals with accreditation of private clinics, where more than 15,000
the animals are castrated, at no cost to the citizens and without any deaths, and the program
from our Department of Energy in partnership with 2 colleges in the city that
developed an electric trolley to gradually replace the trolley service
of the animal attraction that exists in our city.
6) In terms of public safety, what can you highlight?
The important partnership we have between all the security agencies, that is ours
Municipal Guard, Military Police, Civil Police, Fire Brigade, Police
federal highway…. we work together on several actions, which allows us to have a
one of the lowest crime rates in the state, and therefore in Brazil. O
A highlight will be the complete monitoring of our city by cameras
intelligence that will allow immediate action by our security forces without
need so much effectiveness.
7) Regarding tourism and culture, what have you done during your mandate?
In terms of tourism, undoubtedly the peak was the professional implementation
of our Natal Luz. A beautiful lighting, among the most beautiful in the country, that attracts
visitors from all over the region and also providing tourist spots as already mentioned
before. And in terms of culture, we are certainly among the cities that
invest more in culture in the country. And we have increased this investment year after year. Already
we tripled the amount invested when we took over the municipality and we will even double it
the end of the mandate. This appreciates the hundreds of extremely quality artists we have
in the city, enriches our events, integrates with our Integral Education…
there are several ways to assess culture.
8) How is the tendering process for the concession of tourist attractions in Poços de Caldas? And how are you investing in the growth of this area?
We have talked about these investments before. The tender ended and
The contract will be signed on December 21, as a great gift from
Christmas for the city.
9) Are there more investments you intend to make in these areas?
There is always something that requires investment. And we have done everything that is necessary
so that these and other important areas are always growing and
improving.
10) In terms of culture, in relation to the children and young people of the city, how do they have access to art?
We have an important relationship between the departments of culture, sports and
education, with the realization of some sports and cultural projects after hours
school, enabling our students to have direct access to all actions performed.
11) Has the city renovated the theaters and all the equipment? So what shows have you brought to town?
Yes, our theaters are equipped and have the structure to host several shows
that are currently held in large centers. It is casino era equipment and
have been restored and are in full use.
12) Finally, anything else you would like to highlight?
I would like to thank you for the opportunity of this interview, and I take the opportunity to invite everyone
come visit us. Enjoy a wonderful city, one of the most beautiful in the country, and which
offers total structure, comfort and safety for your family. Come to Wells!!!
