NORFOLK, Va. (NPD) – The Norfolk Police Department is continuing to crack down on illegal bikes and ATVs operating on city streets.
Like other areas of the country, Norfolk began to experience an influx of organized gangs riding recklessly across the city in March 2021. The Criminal Intelligence Unit was immediately assigned to deal with the issue, resulting in traffic of many and criminal charges being secured against the violators. The perpetrators were criminally prosecuted with the help of the City Prosecutor’s Office and the concern was alleviated.
Recently, residents from multiple neighborhoods have reported an increase in this reckless behavior and have contacted Norfolk Police to express concerns about the havoc caused by these organized groups.
With the support of the City Attorney’s Office and the Commonwealth’s Attorney’s Office to assist in the prosecution of these violators, the NPD is pursuing investigations to identify and charge any individual who knowingly operates an all-terrain vehicle illegally on a city street.

“We will review every lead we receive in order to reduce the risk these riders pose to members of our community who are legally traveling our city’s roads,” said Chief Goldsmith. “Those who choose to take part in this illegal act here in Norfolk can expect to be charged and have their property seized.”
