Police Commissioner Milton Desir, Commander of the Royal Saint Lucia Police Force (RSLPF) wishes to extend our deepest condolences to the family, friends and former colleagues of Commissioner Cuthbert Phillips.
Mr. Phillips served as Police Commissioner from 1982 to 1988. Under his leadership, the organization achieved some great successes, but for most of the officers who served with him, he was remembered for his strict adherence to disciplinary processes that led the RSLPF.
An ardent supporter of a well-rounded police officer, Mr. Phillips was a founder of the prestigious Police and Allied Services Credit Union, whose house took its strong name.
Many police funds that continue to improve the lives of officers today, such as the Police Discussion Fund and the Police Scholarship Fund, were realized thanks to his persistence.
Under the tutelage of Mr. Phillips, many fine men and women were involved in the service, including Commissioners Severin Moncherry and Milton Desir.
His exit from the service did not stop his contribution to the development of officers and he was ready to offer guidance to all who chose him.
