Under pressure to fulfill presidential campaign promises and build an ally base in Congress in his third term, President-elect Luiz Inácio Lula da Silva (PT, progressive-globalist) is finding it difficult to adjust to his team of supporters. although it increases the number of ministries and secretaries.
